Boones Creek Promenade, data center moratorium slated for JC Commission

The Johnson City Commission will soon vote on next steps for the in-progress Promenade at Boones Creek and Reserve at Walker Meadows developments, as well as a resolution that would give city staff more time to develop noise ordinance changes. Commissioners will meet Thursday at 6 p.m. at City Hall, 601 E. Main St for a full board meeting. Here's a look at the highlights from the meeting agenda. Materials agreement for Promenade at Boones Creek The city commission will consider approving a developer materials agreement Thursday for water and sewer installation for a project that will add a Publix shopping center to the Boones Creek area. The future Promenade at Boones Creek consists of seven commercial lots that will front Johnson City's second Publix plaza. If approved, the agreement will require the developer to purchase $175,000 of materials in exchange for a sales tax break once installation is complete. Most recently, the Johnson City planning commission approved a preliminary plat for the shopping center. Materials agreement for The Reserve at Walker Meadows Another developer materials agreement for water and sewer installation is up for commission approval Thursday for a complex that will add 210 new apartments to Johnson City. Construction is already underway for The Reserve at Walker Meadows, located behind the Johnson City mall, across from the existing Universal at Mockingbird Lane apartments. If approved, the agreement will require the developer to purchase $83,000 in water and sewer materials in exchange for a sales tax break once installation is complete. Moratorium extension on data centers Commissioners will also hear city staff's request to extend a one-year moratorium on new industrial development for six months to allow more time to draft noise and zoning ordinance updates to mitigate the effects of data centers. City staff need more time to work with the consultant that has facilitated a citywide noise study to draft legislative changes to the city codes, according to the agenda. Without the extension, the moratorium will expire on June 5.
