A desire for change: Meet Melanie Sellers, the First Judicial District's elected public defender

Melanie Sellers, the incumbent public defender for Tennessee's First Judicial District, will hold the office for the next eight years now that she's secured the position's lone nomination in the May primary. Sellers prevailed in a close race against Bill Donaldson for the Republican nomination, winning by 291 votes across the Carter, Johnson, Washington and Unicoi counties. Sellers has served as public defender since she was appointed by Gov. Bill Lee in 2025. "I enjoy hearing people's stories, and I enjoy trying to see what brought someone to the place they are in their life," Sellers said of her work. "If I can somehow help that person change directions, maybe send their life along a better path, I get a lot from that and I enjoy seeing them succeed. I think that helps the community." With nearly 30 years of experience in public and private sector roles, Sellers has worked in both criminal defense and prosecution. After Sellers graduated from the University of Tennessee College of Law in 1997, she began her law career in the public defender's office. After some time, she shifted to a private practice and then began working as a prosecutor with the District Attorney's Office in 2001. Sellers had a reputation as an aggressive prosecutor with the DA's Office for 12 years, but in 2012 she made an unlikely pivot back to where it all started — the public defender's office, where she's worked since. "When I switched sides, a lot of people were surprised and curious, I think, about how that would go," Sellers said. "But a good lawyer can advocate for their clients no matter who it is. That's the job, to do that zealously." Sellers said the best part of her job is getting to work with people and help people. "We represent people charged with everything from misdemeanors to homicide. Obviously there are a lot of cases, very serious violent felonies, where our role is just more traditional, making sure they get a fair trial, that their constitutional rights are protected. "But then there's a whole population of people within the criminal justice system whose crimes may not be that serious, but they're stuck in a lifestyle that is just a revolving door. A lot of it is due to addiction, or can be due to having a mental illness. "If we can do something to end that cycle and push them to be more productive, that's a win. That's a win for everybody. It's a win for them, it's a win for public safety, it's a win for the taxpayers. When that happens it sort of balances out all the traumatic things we see," Sellers said. Sellers added that she's proudest of the work she does with the First Judicial District Felony Recovery Court and Northeast Tennessee Residential Recovery court teams as part of this effort to "end the cycle." The groups aim to support long-term substance abuse recovery and reduce criminal recidivism. "We literally, very clearly see miracles happen out of those programs," Sellers said. While her election win is technically still unofficial until certification, Sellers explained what she's looking forward to in her upcoming term. She hopes to secure funding for additional investigator and social worker positions within the public defender's office to help out with the district's growing caseload. "We're constantly adapting to changing caseloads," Sellers said. "We really need another investigator within the office. We only have one that serves 14 lawyers and we handled over 5,700 cases last year, so one investigator really isn't enough." In reflecting on her election win, Sellers didn't speak much about herself — she spoke of others. "I guess, you spend your career here in Northeast Tennessee and there are just so many wonderful lawyers that went before," Sellers said, choking up in tears. "Mark Slagle, Bob Jessee, Bob Cupp, Jim Bowman — and it's been a privilege to follow them." "I think the criminal defense bar in Northeast Tennessee is really special, it always has been," Sellers said. "I'm just proud to be a part of that."
