Local schools weigh impact of student citizenship bill

Johnson City and Washington County schools provided statements on House Bill 793, which would require public schools to verify and report the citizenship or immigration status of students enrolling in Tennessee classrooms. The bill passed the Tennessee House of Representatives on March 16 and was scheduled for a Senate vote on March 26. The vote was postponed during the meeting and the measure was sent back to the calendar committee. It is expected to be reviewed in the coming week. Supporters of the bill say that the measure is necessary to track the financial impact of immigration on the school system, providing the data needed to manage state budgets or request more federal funding. Opponents worry that the bill turns schools into enforcement agencies, creating a climate of fear that could discourage students from attending and add expensive administrative burdens to teachers and staff. Johnson City Schools Superintendent Dr. Erin Slater said the district is committed to maintaining a "safe, supportive and high-quality education to every student who walks through our doors." "As with any proposed legislation, our focus is on understanding how it may impact students, families and school operations," she said. "We will continue to work with state leaders, legal counsel and educational partners to ensure that we remain in compliance with all applicable laws while upholding our responsibility to serve all students." Slater noted that implementing the proposed data collection could require significant guidance from the state on procedures, resources and protections for student information. "Any new mandate of this nature could require adjustments to enrollment procedures, staff training and data management systems," she said. She said that maintaining a welcoming environment remains a priority. "We are also mindful of the importance of maintaining a welcoming environment where all students and families feel safe and supported," she said. "Our priority will always be to foster trust within our school community and ensure that students can focus on learning without barriers." Washington County Schools Superintendent Jerry Boyd said the district would follow any new state requirements but stressed the importance of public schools remaining safe and inclusive. "Washington County Schools public school system follows all state and federal laws, and we will do so with any new requirements enacted by the Tennessee General Assembly," he said. "At the same time, our focus remains clear — every child who resides in our community has a right to access a public education, and our schools must remain places where students feel safe, welcomed and supported in learning. "Our public schools should not be a vehicle for immigration enforcement. We serve children in our community, regardless of the choices made for them by adults about where they reside," Boyd said. He acknowledged logistical and financial challenges, saying that verifying the status of every student would "introduce significant administrative complexity" and could require new processes, staff training and additional resources. "Not only do these factors potentially create additional costs of time and funds, the added responsibilities create a further divide between our core mission to educate our students and the imposed governmental role as another enforcement agency for the many issues of our society," Boyd said. Boyd said the legislation could create uncertainty for families and affect enrollment and students' sense of safety. "Our responsibility is to maintain a safe, secure and supportive learning environment for all students," he said. "As with every new state mandate, we will continue to emphasize that our schools are focused on education, student well-being and fostering a climate of trust with all families we serve."
