Johnson City approves animal control board amendments

The city of Johnson City approved amendments to the Washington County-Johnson City Animal Control Board by-laws at the commission's Thursday meeting to equalize city and county authority of the board. The amendments change the structure of the animal control board, allowing both the city and county two appointments each, a standing appointment from the Washington County Humane Society and two at-large appointments made by the board. One Johnson City resident, Sylvain Bruni, expressed his concern about the language changes during public comment. Bruni is also chair of the Washington County Democratic Party and lost the District 7 State House Representative race in 2024. "The bylaws allow two Johnson City representatives to be the city manage and a commissioner, or alternatively, a resident. In practice, that means the commission can choose not to appoint any community representative at all," Bruni said. "And this fundamentally changes whose voices are guaranteed a seat at the table." Bruni also said he was concerned this would set a new precedent, citing Washington County's appointments of sitting commissioners to vacant board seats. "The result was fewer community voices and a growing sense that a board exists primarily for institutional convenience rather than public participation— and I don't want the city of Johnson City to move in that same direction," Bruni said. Before voting on the amendments, Vice Mayor Jenny Brock said the new bylaws will make it easier to appoint at-large members because the board can vote on appointments collectively rather than as separate commissions. "This will increase the efficiency so that we can get seats filled in a very timely manner," Brock said. The commission also heard updates on construction projects and public works' storm preparation.
