BWXT releases new FAQ with public information site

BWX Technologies has released a new Frequently Asked Questions document detailing its proposed expansion in Jonesborough, providing additional information after the company's recent public information website launch. The FAQ addresses site plans, emissions, safety concerns, regulatory compliance and long-term operations, aiming to clarify questions raised by residents and officials. The release comes after a divided vote by the Washington County Planning Commission on Jan. 6, when commissioners recommended denying BWXT Ordnance Tennessee's request to rezone land for expanded industrial use for expanded High-Purity Depleted Uranium (HPDU) manufacturing. The company initially sought 128 acres for rezoning, later reducing the request to about 55 acres. Commissioners and local officials said they wanted more details before approving the project at the future commission meeting in February. The document is divided into 12 sections covering the site plans, emissions and environmental impacts, transportation and public safety, materials and processes, economic impacts, regulatory compliance, long-term liability, waste management and safety concerns with future safety planning. The document provides technical and operational details, with the following highlights outlining key points from the release. The company addressed site plans, facility design and land use, noting that no alternate locations within Washington County were considered. The Jonesborough site was already under contract for pilot-scale HPDU production and serves as the only current source of depleted uranium products for the federal government. BWXT provided building-level summaries of all processes, materials handled and maximum storage quantities for hazardous materials, which are strictly regulated through state and federal permits and National Environmental Policy Act (NEPA) review, according to the release. The current contract with the National Nuclear Security Administration has a defined period of performance that extends through Sept. 30, 2035, according to the release. The company said the facility is designed for decades of service, with long-term stewardship, decontamination and decommissioning included in project plans to allow systematic cleanup or removal at the end of operations. Air emissions were detailed, including uranium compounds, processing chemicals and byproducts such as nitrogen oxides and sulfur dioxide. The company said emission rates have not been finalized and air permits will be addressed during the NEPA review process. BWXT said that regulatory limits and engineered controls, such as HEPA filtration and scrubbers, keep exposures "far below conservative public-health screening assumptions." Water usage for the HPDU process is projected at roughly 1,200 to 2,400 gallons per day depending on operations, comparable to the daily usage of about eight U.S. households. All process wastes are solidified and shipped off-site, with no planned routine discharge to local waterways, according to the release. Multiple safeguards, indoor processing, containment systems and flood zone avoidance are designed to prevent environmental contamination, according to the release. The company said emergency response for transportation incidents follows standard hazardous materials protocols and can escalate to state radiological support as needed. BWXT said it has not committed to funding local emergency service upgrades but will coordinate with authorities to meet regulatory requirements. "In summary, the operations planned for Washington County will be safeguarded by state-of-the-art design, strict regulatory requirements and ongoing oversight," BWXT stated in the FAQ document. "We are committed to being a responsible neighbor and ensuring the safety and well-being of the community and the environment."
