Three charged in Johnson City meth bust, more charges pending

Three Johnson Citians were charged Monday in a meth bust, according to a news release from the Washington County Sheriff’s Office.

Acting on leads, sheriff’s investigators went to 300 Montgomery St., where Monroe Eugene Lowe, 22, of that address, was seen disposing of items that had been used to make meth, including coffee filters, drain cleaner, sea salt and pseudoephedrine packaging, according to the release.

A short time later, investigators stopped the car that Monroe Lowe and Carla N. Lowe, 21, also from 300 Montgomery, were in and found drug paraphernalia, according to the release.

This paraphernalia included a spoon with burn marks and residue, a rubber tourniquet, a hypodermic, baggies and coffee filters. One coffee filter contained approximately one gram of meth, according to the release.

Following up on additional leads, investigators went to 3500 West Market St., where Thomas Allen Bugg, 51, a man who investigators said had a revoked license, was seen leaving in a vehicle.

He also had an outstanding warrant on a probation violation, according to the news release. Bugg was on probation for the manufacture of marijuana.

Bugg was stopped but complained of chest pains, so he was taken to Johnson City Medical Center.

Back at his apartment, which was at 3500 West Market, investigators found a backpack containing drain cleaner, coffee filters, rubber gloves, sea salt, ammonia nitrate and other items used to make meth, according to the news release.

Also found at this apartment were 23 individually packaged baggies of meth, digital scales, baggies, pipes, crushers, grinders and a small amount of marijuana.

Bugg was charged with violation of probation, driving on a revoked license, promotion of methamphetamine manufacture, possession of methamphetamine for resale, possession of drug paraphernalia and maintaining a dwelling where controlled substances are used and sold, according to the release.

Bugg’s bond was set at $37,000. He was scheduled to be arraigned in Sessions Court pending release from the hospital.

Both Lowes were charged with possession of methamphetamine for resale and possession of drug paraphernalia.

Monroe Lowe was charged also with manufacture of methamphetamine.

He was being held in the Washington County Detention Center on $21,000 bond.

Carla Lowe was released on $11,000 bond.

Both were arraigned in Sessions Court on Tuesday.

This investigation is ongoing and more charges are possible.
